Working in Andorra: the permit comes first
To work in Andorra, a foreign national, including a citizen of the European Union, must first obtain a residence and work permit, applied for on the basis of a job offer, or a cross-border work authorisation if they live outside Andorra. These authorisations are limited by a quota: the one approved by the Govern on 7 October 2026 provides for 900 until 30 April 2027, 702 for residence and work and 198 for cross-border work. French, Spanish and Portuguese nationals do not have to show prior experience; other Europeans must have experience in the sector concerned or a training plan guaranteed by the employer, and nationals of other countries six years of experience or a qualification in the sector.
The conditions and the procedure are detailed in our guide to the work permit in Andorra and in our news item on immigration quotas in 2026. If you want to work in Andorra and live in France, or to work from Andorra for a foreign employer with digital nomad status, the rules are different. The complete pathway, from job offer to settling in, is set out in living and working in Andorra: the employee’s pathway.
What is the minimum wage in Andorra in 2026?
The minimum wage (SMI) is set by decree. It serves as a benchmark for many rules: contributions, resources required for certain types of residence, income ceilings for certain forms of assistance. In 2026, it changed on 1 January and then on 1 July:
| Period | Hourly rate | Monthly salary |
|---|---|---|
| From 1 January to 30 June 2026 | €8.80 | €1,525.33 |
| Since 1 July 2026 | €9.05 | €1,568.67 |
Sources: Decree 8/2026 (BOPA of 14 January 2026) and Decree 253/2026 (BOPA of 8 July 2026), according to the CASS circulars.
The net amount, the knock-on effects and how the amount has changed over time are presented on our page minimum wage in Andorra: gross, net, history.

Another figure is often quoted: €2,672.52. This is the reference average wage that the CASS uses in 2026 to calculate the contributions of self-employed workers, as explained in our presentation of the CASS reference average wage. It serves as a basis for calculation; it is not a snapshot of salaries in 2026.
Another official source, the labour force survey, asks resident households about their main job: for 2025, it gives a median gross monthly pay of €2,408.4 and an average of €2,817.7. Its method differs from that of the CASS data, and the Departament d’Estadística points out that the two series cannot be compared directly. To answer the question what salary do you need to live in Andorra, compare these amounts with official rents, as our guide to the cost of living does.
Which sectors employ the most people?
- employees in constructionover one year, the largest increase
- +8.2%
- shop sales assistantsthe most represented occupation
- 3,717
- in domestic employmentover one year
- −5.0%
The CASS data paint a picture of a service economy. In June 2026, the largest employers were real estate activities and business services, construction, hospitality, public administration and retail trade. Over one year, construction grew the most (+8.2% employees), while domestic employment fell (−5.0%).
The most represented occupations include shop sales assistants (3,717 employees), office and hotel cleaning staff (3,123, up 8.5%), waiters and bartenders (2,246) and administrative secretaries (2,252).
Seasonal work
Tourism sets the pace for part of employment: the law provides for special quotas for seasonal activities that the domestic labour market cannot fill, and the law on labour relations provides for a seasonal contract (“per temporada”). The quotas for each season and the conditions are presented in our guide to seasonal work authorisations. To find housing when you arrive for a job, expect a tight rental market.
Contributions and tax: how do you get from gross to net?
Two deductions apply to an employee’s salary:
- the CASS contribution: 6.5% of gross salary (3% for the general branch, 3.5% for retirement); the employer pays a further 15.5%; the CASS does not state any contribution ceiling;
- income tax (IRPF): calculated over the year, on a net base equal to gross salary minus the CASS contribution and a 3% flat-rate allowance capped at €2,500; the first €24,000 is exempt, then the effective rate is 5% up to €40,000 and 10% above that.
For an employee who already receives their retirement pension, the contribution is limited to the general branch: 3% for the employee and 7% for the employer. The tax calculation is detailed in our guide to income tax in Andorra (IRPF), and contributions in our guide to social security contributions to the CASS.
Net salary in Andorra: from gross to net, examples
Here is the annual and monthly net salary for four levels of gross salary, for a single person with no other income and no dependants.
| Monthly gross salary | Annual gross | CASS (6.5%) | IRPF | Annual net | Monthly net |
|---|---|---|---|---|---|
| €1,568.67 (SMI) | €18,824.04 | €1,223.56 | €0 | €17,600.48 | €1,466.71 |
| €2,235.35 (median) | €26,824.20 | €1,743.57 | €13.80 | €25,066.83 | €2,088.90 |
| €3,500 | €42,000 | €2,730 | €700.50 | €38,569.50 | €3,214.13 |
| €6,000 | €72,000 | €4,680 | €3,316 | €64,004 | €5,333.67 |
Indicative calculation: monthly gross × 12; CASS at 6.5%; IRPF base = gross − CASS − 3% flat-rate allowance (capped at €2,500); tax at 10% above €24,000, reduced by a 50% tax credit (bonificació) capped at €800. Assumes 12 payments a year; other deductions not taken into account.
In these four examples, the CASS contribution weighs more heavily than income tax. Even at €6,000 gross a month, tax remains below 5% of gross salary (indicative calculation: €3,316 out of €72,000, i.e. 4.6%). For your own situation, use our calculator.
Contract, working hours, leave: the essentials of employment law
In Andorra, the legal working time is 40 hours a week and paid leave is at least 30 calendar days a year, under Llei 31/2018 on labour relations. A collective agreement or the contract may provide for better terms. The essential rules:
- the employment contract must be in writing, whatever its duration; it may be permanent, fixed-term or concluded for a specific work or service, seasonal, or permanent intermittent (art. 5 and 7);
- the probationary period, if provided for in the contract, may not exceed two months, or three months for a salary of at least three times the minimum wage and six months from five times, unless a collective agreement provides otherwise (art. 6);
- legal working time is 40 hours of actual work a week (art. 54);
- rest includes at least 12 hours between two working days, a paid break of at least 30 minutes beyond 6 continuous hours and one full day of rest a week (art. 60 and 61);
- paid leave is at least 30 calendar days a year, or 22 working days by agreement, to be taken within the year (art. 63 to 65).
Unemployment in Andorra: rate and benefits
Unemployment is very low in Andorra: 1.3% of the labour force aged 15 and over in 2025, i.e. 720 people, according to the Departament d’Estadística’s labour force survey, which follows the International Labour Office definition. Of these unemployed people, 16.7% had been looking for work for more than a year, and 24.1% said they were registered with the Servei d’Ocupació.
There is no unemployment insurance comparable to that in France. According to the CLEISS, a social assistance benefit, the allowance for involuntary unemployment (ajut per desocupació involuntària), may be paid subject to residence and means conditions. In particular, you must:
- have been an employee and lost your job involuntarily in the last 12 months; self-employed workers are not entitled to it;
- be under 65, not be receiving a pension and have been registered as a jobseeker with the Servei d’Ocupació for 30 days;
- have paid CASS contributions for at least 36 months in the last 60 months, or 18 months up to the age of 25, and not have refused any job or training offer in the previous 3 months;
- have resources below the social cohesion threshold, equal to the monthly minimum wage, and undergo a socio-economic assessment.
The allowance is equal to the monthly minimum wage, increased according to the composition of the household. It is paid for 6 months, which can be extended by 3 months after the age of 50 or with dependants, according to the CLEISS information sheet on the Andorran scheme (2024 edition).
Catalan: a condition for staying and an asset when job hunting
Holders of a residence and work permit must prove level A1 in Catalan for their first renewal, then level A2 for the second; otherwise, renewal is refused. Llei 6/2024 also requires businesses to ensure that their staff dealing with the public can serve Catalan-speaking customers in Catalan. The details are in our guide on Catalan required for renewals.
