Residency

Cost of residency in Andorra: AFA deposit, fees and other costs

The cost of residency in Andorra depends first on the status: a few hundred euros in fees for an employee, more than €50,000 paid on a final basis for a passive resident or a self-employed person. Here, status by status, are the sums to be paid to the AFA, the immigration fees and the other costs, with worked examples at 11 October 2026.

non-refundable payment: passive and self-employed
€50,000
refundable deposit: international professional
€47,500
initial fee for residence without work
€3,000
initial fee for a work authorisation
€190.96

Key points

  • The AFA, the Andorran Financial Authority (formerly INAF), receives two types of sums: non-refundable payments (passive, self-employed) and refundable deposits (international professional, scientific, cultural or sporting interest).
  • Since 13 February 2026, the €50,000 for passive and self-employed residency is no longer refunded, unless the initial authorisation is refused; for passive residency, it is now added to the investment.
  • On top of this come immigration fees set by law: €3,000 for residence without work, plus €1,000 per dependant, and €190.96 for a work authorisation.
  • The other costs (taxes on buying a home, health insurance, contributions, parish taxes) often weigh more than the fees themselves.
  • The worked examples are indicative calculations: check the amounts when you submit your application.

AFA deposit: how much do you pay, and why?

The AFA, the Andorran Financial Authority, succeeded the INAF in 2018, taking its place under Llei 12/2018: websites that still speak of a “deposit with the INAF” mean the same institution. Depending on the status, the law has it receive two kinds of sums, of a very different nature.

Non-refundable payment

Passive and self-employed

  • €50,000, plus €12,000 per dependant for passive residency
  • Transferred to the State once the authorisation has been granted
  • Returned only if the initial authorisation is refused

Refundable deposit

International professional, scientific, cultural or sporting interest

  • €47,500, plus €9,500 per dependant, non-interest-bearing
  • Returned on departure, after deduction of the AFA’s charges
  • Subject to amounts withheld for unpaid obligations

The change dates from Llei 2/2026, which came into force on 13 February 2026. Its explanatory statement says that these sums are to finance public policies on housing, health, education, security and transport. Not to be confused: for passive residency, the €1,000,000 investment may itself take the form of non-interest-bearing deposits with the AFA (art. 96). This is then an investment, separate from the non-refundable payment.

How much does residency in Andorra cost, by status?

The sum paid to the AFA accounts for most of the difference: €50,000 non-refundable for passive and self-employed residency, €47,500 refundable for the international professional, nothing for the employee. On top of this comes the immigration fee: €190.96 for a work authorisation, €3,000 for residence without work.

The other costs to plan for

The sums paid to the AFA are only part of the bill. Depending on your plans, also budget for:

  • buying a home, where applicable: foreign property investment tax of 6% for one home (10% beyond that), payable by non-residents and by residents settled for less than 3 years, plus property transfer tax (ITP: 1% for the State and a comú share of 0.5 to 3%, about 4% according to practitioners) or 4.5% IGI on a new build;
  • health insurance: private and covering 100% of costs for residence without work; top-up insurance is common for employees affiliated to the CASS;
  • social security contributions: 6.5% of gross salary for an employee; for a self-employed person, €146.99 a month for the first 12 months on the reduced base, then €587.95 a month on the standard base;
  • parish taxes, including the foc i lloc, of €5 to €50 a year per person aged 18 to 65, depending on the parish;
  • the company, for a self-employed person: €3,000 minimum capital for an SL, which remains an asset, and incorporation and accounting costs;
  • professional fees for advice, translation or apostilles, which vary from one provider to another.

The everyday budget is covered in Cost of living, and buying property in Buying property; the 2026 increase in the foreign property investment tax is explained in our news item on the 6% tax on property purchases by foreigners.

Worked examples

The following examples add up only the non-recoverable sums due on entry: non-refundable payment to the AFA and immigration fees. They include neither housing, nor insurance, nor professional fees.

Non-recoverable sums on entry, by profile
ProfileSum paid to the AFAImmigration feesNon-recoverable on entry
Passive resident on their ownnon-refundable payment€50,000€3,000€53,000
Passive resident, couple with two childrennon-refundable payment€86,000€6,000€92,000
Self-employed person on their own, company routenon-refundable payment€50,000€190.96€50,190.96
International professional, couplerefundable deposit€57,000€4,000€4,000
Employeethe fee is paid by the employerNone€190.96€0

Indicative calculation: non-refundable payment to the AFA (€50,000, plus €12,000 per dependant for passive residency) and initial fees (€3,000, plus €1,000 per dependant for residence without work). The international professional’s deposit is returned on departure, less the AFA’s charges.

Over time, renewal fees must be added: a passive resident who reaches the ten-year permit will have paid for three renewals, i.e. €1,500 (indicative calculation: €500 at 2, 4 and 7 years). If they buy a home, the foreign property investment tax and property transfer tax are added: see the full example of the cost of passive residency. For the self-employed, contributions for the first and second years are costed in Active (self-employed) residency.

Refundable AFA deposit or not: what is returned, and when

For passive and self-employed residency, the payment is returned only if the initial authorisation is refused (art. 96 and 38 ter). A departure, a cancellation or a refusal of renewal gives no right to any refund. Only applications submitted before 22 January 2026 remain subject to the former refundable deposit regime.

“The amount of fifty thousand euros (€50,000), corresponding to the authorisation of the principal holder, and the amount of twelve thousand euros (€12,000), for each dependant, are paid on a final basis and are not refundable, unless the initial immigration authorisation is refused.”

Llei 9/2012, qualified law on immigration, Article 96.2 (passive residency), as amended by Llei 2/2026 (free translation) (opens in a new tab)

For the international professional and residence for scientific, cultural or sporting interest, the deposit is returned (art. 99 and 101). The AFA deducts its charges, and the State may withhold sums owed for unpaid obligations in Andorra. Three cases arise:

  • the holder leaves the country, or their authorisation is cancelled or not renewed: the deposit is returned to them;
  • a dependant loses that status: their share is returned to the holder, who must prove that the dependant has no debts to the Andorran authorities (Decree 407/2025, art. 10);
  • the holder dies: the deposit goes to their heirs, after deduction of the sums owed (art. 11).

Refunds are made on the 15th or the last working day of the month (art. 12). The deposit regime is detailed in Professional with international reach.

From the INAF to the AFA: how the amounts have changed

Many websites still show old amounts. Here is how they have changed, according to the texts:

Llei 5/2025 also raised the fees for residence without work to €3,000 for the initial authorisation, €500 per renewal and €1,000 per dependant. The deposit for the professional with international reach (€47,500, plus €9,500 per person) was not changed by Llei 2/2026. The details of the reform are in our news item Llei 2/2026: passive residency rises to €1,000,000.

Frequently asked questions

Is the AFA deposit a fee?

No. Immigration fees (€190.96, €3,000…) are set by Article 154 of the law and paid to the Immigration Service. The sum paid to the AFA is separate: for passive residency and the self-employed, a non-refundable payment that the AFA then transfers to the Ministry of Finance, for the benefit of the State (Llei 9/2012, art. 38 ter and 96); for the international professional, a non-interest-bearing deposit, returned on departure (art. 99).

AFA or INAF: what is the difference?

None: it is the same institution. The Andorran National Institute of Finance (INAF) took the name Andorran Financial Authority (AFA) with Llei 12/2018, published in the BOPA on 4 July 2018 and in force the following day. Forums and older websites that speak of a “deposit with the INAF” therefore mean the AFA.

Does the €50,000 count towards the €1,000,000 investment?

No. Until 13 February 2026, the passive residency deposit was refundable and deducted from the required investment. Since Llei 2/2026, the payment is non-refundable and the law no longer provides for this deduction: it is added to the €1,000,000 investment.

Can you make the payment to the AFA in instalments?

The texts do not provide for it. For residence without work, the Immigration Service notifies the amount once the application has been checked, and it is the bank certificate of payment that allows the authorisation to be issued (Decree 407/2025, art. 9). A self-employed person, for their part, pays the sum when submitting their application.

Does the international professional’s deposit earn interest?

No. The law refers to non-interest-bearing sums. The deposit is returned on departure, or in the event of cancellation or non-renewal, after deduction of the AFA’s charges and of any amounts withheld.

Are immigration fees refunded if the application is refused?

The law provides for no general refund: the fee is due on submission of the application or on issue of the authorisation (Llei 9/2012, art. 155). The only special case: if the recruited employee resigns, an employer who proves this within the month can obtain a second, identical authorisation without paying again.

How much does a renewal cost?

€500 for residence without work, €56.15 for a digital nomad, €22.61 for an employee, a self-employed person, a cross-border worker or family reunification (art. 154). No new payment to the AFA is required, but the initial conditions, including the passive residency investment, must be maintained.

Do dependants add to the costs?

Yes, for the statuses without work: €12,000 non-refundable (passive) or €9,500 refundable (international professional) per person, an initial fee of €1,000 each, and additional resources equal to the annual minimum wage per person.
