Gestoria in Andorra: what is it for and how do you choose one?

A gestoria is a private firm that carries out administrative, tax and accounting formalities on your behalf: residency application, setting up a company, tax returns, CASS. No law requires you to use one, and the trade is not yet a regulated profession in Andorra. Here is what it does, what it does not do, and how to choose one.

Key points

  • A gestoria prepares and files your applications: residency, setting up a company, accounting, tax returns, registration with the CASS.
  • It is never compulsory, and delegating does not transfer responsibility: a late return remains your responsibility.
  • The trade is not yet regulated: it is a commercial activity, which must be authorised and entered in the Register of Commerce; a bill currently under examination would make it a profession in its own right.
  • It replaces neither the notary (company deeds, official scale of fees), nor the lawyer (the only one authorised to give legal advice and to represent clients in proceedings), nor a French tax adviser.
  • For support in French, Andorre Fiscal recommends AndorreGestoria.fr, a French-speaking gestoria.

What is a gestoria in Andorra?

A gestoria is a private firm that handles administrative, tax and accounting matters. It acts on behalf of individuals and businesses: it prepares applications, books appointments, files forms, keeps track of deadlines and responds to requests from the administration. The word comes from the Catalan and Spanish gestor, “manager”.

It is never compulsory. For a company’s accounts, the law says so expressly: the entrepreneur keeps them personally or entrusts them to the people they authorise, and this delegation does not relieve them of their responsibility (Llei 30/2007, art. 3). A return forgotten by your provider therefore remains your responsibility: that is the first reason to choose your provider carefully.

A trade that is not yet regulated

At 15 October 2026, Andorran law does not regulate the trade of gestor administratiu: the Govern itself says so in the explanatory report on the bill filed in June 2026. A gestoria therefore operates as an ordinary commercial business. Like any business, it must obtain prior authorisation and be entered in the Register of Commerce and Industry, and it must show the certificate of entry to any client who asks for it (Llei 12/2013, art. 5 and 8).

Two bills under examination in the Consell General could change this:

What a gestoria does for you

Its services follow the stages of a move. The formalities listed below are those described in our guides, based on the Govern’s official information sheets.

A gestoria’s usual services, step by step
StageWhat the gestoria can handle
Choosing the statusChecking the conditions of the status you are aiming for: activity allowed, sums to be paid, days of presence, place in the quota
Putting together the residency applicationList of documents, apostilled criminal record certificates, translations, booking the appointment (cita prèvia), filing at the counter as representative, following up the response
Setting up the companyForeign investment authorisation, company name reservation, coordination with the notary, entry in the register, business licence, registration with the CASS
Keeping the accountsMandatory books, IGI returns, corporate income tax, filing of annual accounts, payroll and contributions
Declaring your incomeIncome tax return, with your written authorisation; savings income, foreign tax credits, tax residence certificate
RenewingTracking deadlines, proof of presence, up-to-date supporting documents, filing within the time limit

Two steps remain personal. The Immigration Service regulation requires the person concerned to fill in and sign the official application form themselves (Decree 447/2025, art. 14.1), and the medical examination takes place in person. For taxes, a gestoria that files your return is your representative only if you have expressly authorised it to act as such, using the tax administration’s forms.

What a gestoria does not do: notary, lawyer, adviser in France

In a plan to move, three other professionals have roles that a gestoria does not replace.

Required by law

Andorran notary

  • Deed of incorporation of a company, then entered in the Companies Register (Llei 20/2007, art. 7)
  • Fees set by a scale of the Govern; five notaries in practice, according to the Govern

Reserved by law

Andorran lawyer

  • The only one authorised to give legal advice and to represent clients in administrative or judicial proceedings (Llei 48/2014, art. 3.2)
  • The Govern advises having the articles of association drafted by a professional in Andorran company law

On the French side

French tax lawyer or chartered accountant

  • Departure date, tax domicile (Article 4 B), exit tax, income that remains taxable in France
  • Essential as soon as your situation involves both countries

An Andorran company that must have its accounts audited calls on an auditor entered in the Register of Auditors (Llei 30/2025, art. 9): this is a trade distinct from bookkeeping.

Do you need to use a gestoria?

Nothing obliges you to, and someone comfortable with Catalan and administrative formalities can do everything themselves. A gestoria becomes useful when the application combines several procedures, when timing matters, or when you do not speak Catalan, the only official language and the language of the forms.

When a gestoria saves you time
Your plansWhat weighs in the decision
Employee of an Andorran companyThe employer files the work permit application with you: a gestoria is rarely necessary, except for your personal formalities
Passive residencyInvestment of €1,000,000, payment of €50,000 to the AFA, insurance, resources: a heavy application, within a limited quota
Self-employed with your own companyInvestment authorisation, company, payment to the AFA, business open within 3 months, then accounts and returns every year
International professional or digital nomadProof of an activity directed abroad, prior decision for the digital nomad, annual returns

How to choose your gestoria: the questions to ask

Before signing, ask these questions, and ask for the answers to be set out in the quote or the engagement letter. The consumer protection law also allows you to ask for a model contract before you commit (Llei 13/2013, art. 26).

  • Can the firm show you its certificate of entry in the Register of Commerce and Industry?
  • Which tasks are included: residency application, setting up a company, accounting, IGI, corporate income tax, income tax, CASS, payroll, renewals?
  • Who will be your contact, in which language, and how quickly do they reply?
  • Who keeps track of deadlines (renewal, returns, filing of accounts), and how will you be notified?
  • Does the quote separate the firm’s fees, official fees, the notary’s fees and the sums paid to the AFA?
  • Does the firm work with a lawyer for legal questions, and with an adviser in France for your departure, the exit tax and the tax treaty?

Warning signs

Some promises should make you doubt a provider, whoever it is:

  • A “guaranteed” residency: the decision belongs to the Govern, within the limits of the quotas set by decree. No one can promise it.
  • “No more tax at all”: the maximum rate of income tax is 10%, and France keeps its own rules. See tax residency.
  • A “letterbox” company: with no premises, no management on site and no real activity, the arrangement backfires on you, in Andorra as in France. See economic substance.
  • Outdated amounts: €600,000 for passive residency or a “refundable” deposit with the AFA, when Llei 2/2026 has required €1,000,000 and a final payment since 13 February 2026, betray information that is not up to date.

How much does a gestoria cost?

Its fees are freely set: the law on commerce lets providers set their own prices (Llei 12/2013, art. 46), and none of the official sources consulted publishes any; we therefore publish none. They depend mainly on the residency status applied for, whether or not a company is set up, the volume of invoices and returns, and the number of employees.

Do not confuse these fees with the sums set by law, which are due whatever the provider:

Our recommendation for support in French

For French-speaking readers who want to entrust all or part of their formalities to a firm, Andorre Fiscal recommends AndorreGestoria.fr (opens in a new tab), a French-speaking gestoria: you can turn to it for your residency application, setting up your company or your accounts. Keep the same reflexes as with any provider: a written quote, a precise scope, a lawyer for legal advice, a French adviser for the French tax side.

Frequently asked questions

What is the best gestoria in Andorra?

No official ranking exists, and the trade is not yet regulated: the administration neither rates nor approves gestorias. Check the entry in the Register of Commerce, what is included, the working language, how deadlines are tracked and how clear the quote is. For support in French, Andorre Fiscal recommends AndorreGestoria.fr (opens in a new tab), a French-speaking gestoria.

Can a gestoria file my residency application on my behalf?

It can prepare the application and represent you: the e-tràmits information sheets list the representative among the people who can submit the application, at the counter and by appointment. But the Immigration Service regulation requires the person concerned to fill in and sign the official form themselves, and the medical examination requires you to be present.

Do you need a gestoria to set up a company in Andorra?

No. On the other hand, the deed of incorporation must go through an Andorran notary (Llei 20/2007, art. 7), and a foreign investor must obtain prior authorisation. The Govern advises entrusting the drafting of the articles of association to a professional in Andorran company law. A gestoria often coordinates these steps, then keeps the accounts and files the returns.

Can an Andorran gestoria advise me on French tax?

That is not its usual role. Leaving France, the exit tax, tax domicile within the meaning of Article 4 B or the application of the France–Andorra treaty are matters for a French tax lawyer or chartered accountant. In Andorra itself, legal advice is reserved for lawyers, and a bill would reserve qualified tax advice for economists and lawyers registered with their professional bodies.

How much does a gestoria cost in Andorra?

Its fees are freely set: the law on commerce lets providers set their own prices, and no official source publishes any. By contrast, notaries’ fees follow a scale set by the Govern (€450.76 to incorporate an SL), and official fees and the payment to the AFA are set by law, whatever the provider.

Can all the formalities be done remotely?

Not all of them. The residency application is filed at the counter, by appointment; you sign the form yourself and you undergo the medical examination on site. A company’s deed of incorporation, on the other hand, can be signed by an agent holding a power of attorney. A gestoria can gather the documents with you remotely and follow up the application.

How can you check that a gestoria operates legally?

Ask it for its certificate of entry in the Register of Commerce and Industry: the law on commerce requires traders to show it to any client who asks for it. Using an unauthorised provider is also classed as professional intrusion by that same law. For a lawyer, the list of members of the Col·legi d’Advocats is public.
