Passive residency in Andorra: conditions and cost in 2026
The status for people who settle in Andorra without working there: people living on private income, investors, retirees. Since Llei 2/2026, it has been considerably more demanding. Here are the conditions in force, what it really costs and what it does not allow.

- to invest in Andorra
- €1,000,000
- paid to the AFA, non-refundable
- €50,000
- in resources a year, at least
- ≈ €56,500
- of presence a year, at least
- 90 days
Key points
- Since 13 February 2026, you must invest at least €1,000,000 in Andorra, or €400,000 in the public Housing Fund (Fons d’Habitatge).
- On top of this comes a payment of €50,000 to the AFA, plus €12,000 per dependant, which is no longer refunded.
- You also need resources of more than three times the annual minimum wage, health insurance covering 100% of costs and 90 days of presence a year.
- No professional activity is allowed, not even remotely for foreign clients.
- Authorisations are subject to quotas: 163 places in 2026 for passive residency (Decree 74/2026); according to the press, the 2025 quota was used up as early as January.

Passive residency: who is it for?
Passive residency, called “residence without gainful activity” under Andorran law (residència sense activitat lucrativa; in Spanish, it is commonly called residencia pasiva), is for people who want to live in Andorra without carrying on any professional activity there: investors, people living on private income, retirees. It rests on a substantial investment in the country and on sufficient resources of your own.
It is not a status for working. If you plan to set up a company, be an employee or invoice clients from Andorra, other authorisations exist: self-employed residency, employee work permit or professional with international reach.
Passive residency conditions since 13 February 2026
Llei 2/2026, known as “Omnibus Law 2”, published in the BOPA on 12 February 2026, has substantially tightened the status. Here are all the requirements.
| Requirement | Rule in force |
|---|---|
| Investment Llei 9/2012, art. 96.1 | At least €1,000,000 in Andorran assets, on a permanent and effective basis |
| Reduced option Llei 9/2012, art. 96.1 | €400,000 invested in the Fons d’Habitatge, the public Housing Fund |
| Property Llei 9/2012, art. 96.1 | If the investment is made through property: more than €800,000 per property |
| Payment to the AFA Llei 9/2012, art. 96.2 | €50,000, plus €12,000 per dependant, paid on a final basis |
| Resources Decree 407/2025, art. 2 | More than 300% of the annual minimum wage, plus 100% per dependant |
| Health insurance Decree 407/2025, art. 3 | Cover for 100% of medical costs in Andorra, plus incapacity and old age |
| Housing Llei 9/2012, art. 90 | Owner or tenant in Andorra (or a purchase in progress, to be completed within the year) |
| Presence Llei 9/2012, art. 95 | At least 90 days per calendar year, with main and effective residence |
| Activity Llei 9/2012, art. 95.2 | None, except managing your own assets and an unpaid directorship |
| Other Decree 407/2025, art. 6 | Clean criminal record, medical fitness, a place available in the 2026 immigration quota |
The €1,000,000 investment
The sum must be invested in Andorra, on a permanent and effective basis, within 6 months, which can be extended by 6 months in the event of force majeure. The law accepts several types of assets:
- real estate, provided that each property exceeds €800,000;
- shares in Andorran companies;
- debt securities or financial instruments of Andorran issuers, and units in collective investment undertakings governed by Andorran law, for 36 months at most before mandatory reallocation;
- Andorran public debt;
- life insurance taken out with an Andorran insurer;
- non-interest-bearing deposits with the AFA.
El titular principal d’una residència sense activitat lucrativa ha d’invertir de forma permanent i efectiva una quantitat d’almenys un milió d’euros (1.000.000 €) […] (the principal holder of a residence without gainful activity must invest, on a permanent and effective basis, an amount of at least one million euros […]).
The investment can be reduced to €400,000 if it is made, directly or indirectly, in the Fons d’Habitatge, the public fund set up to develop housing.
If you buy a home, two rules of the law on foreign investment also apply: a prior authorisation is required, and a foreign national may acquire only one house, or two flats, over ten years. As a new resident, you also pay the foreign property investment tax (6% for one home) on top of property transfer tax: see our news item on the 6% tax on property purchases by foreigners. Everything is detailed in our guide Buying property in Andorra.
The €50,000 AFA deposit, now non-refundable
The Andorran Financial Authority (AFA, formerly INAF) receives a payment of €50,000 for the holder and of €12,000 per dependant. This is the most costly change in the reform: this sum is no longer a security deposit returned when you leave, but a final payment, transferred to the State. It is returned only if the initial authorisation is refused.
- Single person
- €50,000
- Couple
- €62,000
- Couple and two children
- €86,000
The breakdown of the amounts, status by status, is in our guide Costs and AFA deposit.
Resources, insurance and housing
Resources above three times the minimum wage
The holder must have annual resources of more than 300% of the Andorran annual minimum wage, plus 100% per dependant. With the minimum wage in force since 1 July 2026 (€1,568.67 a month), this gives approximately:
| Household | Minimum annual resources | Payment to the AFA |
|---|---|---|
| Single person | about €56,500 | €50,000 |
| Couple | about €75,300 | €62,000 |
| Couple and two children | about €112,900 | €86,000 |
Indicative calculation: monthly minimum wage × 12 × 3 for the holder, plus one year’s minimum wage per dependant. The minimum wage is revised every year.
Private health insurance covering 100%
A passive resident has no cover through work. They must show proof of health insurance covering 100% of medical costs in Andorra, as well as incapacity and old age; for minors and people over 60, sickness cover is enough.
A home in Andorra
You must own or rent a home there, or have a purchase in progress to be completed within the year: see Finding a home in Andorra.
90 days a year: a passive resident, but a tax resident?
A passive resident must stay in Andorra for at least 90 days per calendar year and make it their main residence. These 90 days are enough to keep the authorisation. They are not enough, however, to change your tax residency.
Right of residence
90 days a year
- Keeping the passive residency authorisation
- Renewing your permit
Andorran tax residency
More than 183 days
- Or the centre of your economic interests in Andorra
- Worldwide income taxed under IRPF
France
Article 4 B of the CGI
- Household, activity or economic interests in France: you remain taxable there
- The Andorran permit alone is not enough within the meaning of the treaty
These 90 days also matter in the long term: Andorran nationality after 20 years of residence requires “main and permanent” residence (qualified law on nationality, art. 11.1), and the law does not specify how years spent under a status that requires only 90 days of presence a year are counted. Have this point checked if your plans include nationality.
What passive residency prohibits
The status rules out any professional activity in Andorra. There are only two exceptions: managing your own assets, and an unpaid directorship in companies of which you hold at least 50%.
Remote work for foreign clients is not allowed either. If that is your plan, look at the international professional status (at least 85% of services used outside Andorra, a refundable deposit of €47,500), the digital nomad status, or active self-employed residency.
How much does passive residency really cost?
The investment remains an asset: it belongs to you, with its market risks. Other sums, on the other hand, are spent for good: about €147,000 even before you move in, excluding insurance and fees, for a couple who invest by buying a home for €850,000 and place the balance in Andorran financial assets:
| Item | Amount | Recoverable? |
|---|---|---|
| Minimum investment | €1,000,000 | Yes: it is an investment, subject to market fluctuations |
| Payment to the AFA (couple) | €62,000 | No |
| Foreign investment tax (6% of €850,000) | €51,000 | No |
| Property transfer tax (about 4% of €850,000) | €34,000 | No |
| Private health insurance, application and advisory fees | Depends on the providers | No |
| Spent for good on arrivalexcluding insurance and fees | €147,000 | No |
Indicative calculation. Property transfer tax (ITP) combines 1% for the State and a comú share of 0.5 to 3%; practitioners use about 4%. A new home sold by a developer is subject to IGI at 4.5% rather than ITP.
The taxes due on purchase are detailed in our guide to buying a flat in Andorra.
The procedure, step by step
Check the quota and put your application together
Criminal record certificate, medical certificate, proof of resources, insurance contract, proof of housing. The annual quota is limited: file early in the year.
File the application with the Immigration Service
The application is examined by the Govern’s Immigration Service, within the limit of the authorisations available. Documents and timescales: see Procedures, application and timescales.
Make the payment and the investment
Payment to the AFA, then investment of €1,000,000 (or €400,000 in the Fons d’Habitatge) within 6 months.
Move in and meet the minimum presence
At least 90 days a year in Andorra, with no professional activity.
Renew the authorisation
Initial authorisation of 2 years, then 2 years, then 3 years at each renewal, and 10 years after 7 years. For French, Spanish and Portuguese nationals: 2 years, then 3 years, then 10 years after 5 years. See Renewal and permanent residency.

Your days in Andorra
Count your days in Andorra over the year, against the 90-day and 183-day thresholds.
Taxation of the passive resident
Everything depends on your tax residency. If you become an Andorran tax resident (more than 183 days there, or the centre of your economic interests in Andorra), you are taxed under IRPF on your worldwide income:
- savings income (interest, foreign dividends, capital gains): 10% above an allowance of €3,000 a year;
- dividends from Andorran companies: exempt;
- retirement pensions: taxed like earned income, with the €24,000 tax-free allowance;
- no wealth tax, nor any tax on inheritances and gifts.
If you remain a tax resident of another country, that country taxes you, under its own rules and the applicable tax treaties. If you are French, read our guide to the France–Andorra treaty.
€400,000, €600,000, €1,000,000: what has changed since 2012
Many websites still show old amounts. Here is how the rules have changed:
| Period | Investment | Sum paid to the INAF, then to the AFA |
|---|---|---|
| 2012 | €400,000 | Deposit of €50,000 |
| December 2022 (Llei 42/2022) | €600,000, including at least €400,000 per property | Deposit of €47,500 + €9,500 per person, refundable |
| March 2025 (Llei 5/2025) | €600,000, more than €600,000 per property | Deposit of €50,000 + €12,000 per person, refundable |
| Since 13 February 2026 (Llei 2/2026) | €1,000,000, more than €800,000 per property | Payment of €50,000 + €12,000 per person, non-refundable |
The details of the reform are set out in our news item Llei 2/2026: passive residency rises to €1,000,000.
Frequently asked questions
Does Andorra have a golden visa?
No: no Andorran status bears that name, and it is not a visa. The closest equivalent is passive residency, or residence without gainful activity: investing at least €1,000,000 in Andorra, paying a non-refundable €50,000 to the AFA and living there at least 90 days a year, without working there (Llei 9/2012, art. 95 and 96). It gives the right to reside, not nationality.
Do the new rules apply to applications filed before 2026?
No. The second transitional provision of Llei 2/2026 provides that applications for residence without gainful activity submitted before the law was approved, on 22 January 2026, remain governed by the previous rules, whether or not they are linked to a foreign investment or to a quota reservation: €600,000 invested and a refundable deposit. The law lays down no specific transitional rule for renewals of authorisations already granted: before your renewal, have the investment you need to maintain confirmed.
How do you renew your passive residency?
By filing the application with the Immigration Service, by appointment, within the 6 months before the expiry date, according to the e-tràmits sheet. You must prove 90 days of presence a year, that the investment has been maintained, resources of more than 300% of the annual minimum wage, insurance, housing and registration with the comú; the fee is €500 (art. 154). The initial 2-year authorisation is renewed for 2 years, then for 3 years, and for 10 years after 7 years; French, Spanish and Portuguese nationals obtain 3 years from the first renewal, then 10 years after 5 years (art. 32).
Read: Renewal › When should you submit the renewal application?
Is buying a flat enough to obtain passive residency?
No. A property purchase does not in itself give any right to residence. It can count towards the €1,000,000 investment provided that each property bought exceeds €800,000, and it requires a foreign investment authorisation. All the other conditions (payment to the AFA, resources, insurance, presence, quota) still apply.
Is the €50,000 paid to the AFA refunded if you leave?
No, for applications filed since 22 January 2026. Llei 2/2026 turned the former deposit into a final payment, transferred to the State. It is returned only if the initial authorisation is refused. Applications filed before that date remain subject to the former regime.

How many days do you need to spend in Andorra each year?
At least 90 days per calendar year to keep the authorisation. To be an Andorran tax resident, you generally need more than 183 days there, or to have the centre of your economic interests there.
Can a passive resident work remotely for foreign clients?
No. The status only allows the management of your own assets and an unpaid directorship in companies of which you hold at least 50%. An activity directed abroad falls under other statuses, such as that of professional with international reach.
Can my spouse and children come with me?
Yes, as dependants. Each one adds €12,000 to the payment to the AFA and the equivalent of one annual minimum wage (about €18,800 in 2026) to the resources required.
Is there a limited number of places?
Yes. Decree 74/2026, published in the BOPA, sets for 2026 a quota of 200 authorisations for residence without work, including 163 for passive residency. A category that is used up can still draw on the total as long as the 200 places have not been reached. According to the Andorran press, the 2025 quota was used up as early as 22 January, and around sixty applications were then refused on that ground: file yours early in the year.
Are the €400,000 or €600,000 amounts you still come across valid?
No. These are the thresholds of 2012 and of 2022 to 2025. Since 13 February 2026, the threshold has been €1,000,000, and the €50,000 payment to the AFA is no longer refundable.
